Vietnam’s Prime Minister: The urgent task is to universalize digital skills for all citizens

Prime Minister Pham Minh Chinh emphasized the role of digital transformation, highlighting the important and urgent task of universalizing digital knowledge and skills for all people.

At the launch ceremony of the movement and the introduction of the “Digital Mass Literacy” platform, held on the afternoon of March 26 at Hanoi University of Science and Technology, Prime Minister Pham Minh Chinh stated that this is something “that cannot be absent.”

“If we consider science, technology, innovation, and digital transformation as an objective requirement, a strategic choice, and a top priority in today’s revolutionary era, then we must also mention a digital society, a digital nation, and digital citizens who are comprehensive and capable. From there, we cannot do without the ‘Digital Mass Literacy’ movement,” the Prime Minister said.

The “Digital Mass Literacy” movement was inspired by the “Mass Literacy Campaign” launched 80 years ago, when Vietnam faced the “enemy of illiteracy,” with 95% of the population unable to read or write. The campaign was initiated with the urgent goal of eradicating illiteracy and improving the cultural level of the people. Thanks to the campaign, within a short time, millions of Vietnamese learned to read and write.

The Prime Minister also recalled the words of General Secretary To Lam about the Digital Mass Literacy movement: “It is not only an educational initiative but also a bridge between the past and the future,” thereby building a society that is not only rich in knowledge but also rich in technological strength, ready for integration and development.

“The country is standing before a historic opportunity to enter a new era, developing strongly with the main driving forces coming from science, technology, innovation, and digital transformation,” he said. “It is necessary to implement a particularly important and urgent task, which is to universalize knowledge and technology in digital transformation and digital skills for all citizens, that is, to ‘eradicate digital illiteracy.’”

In front of representatives from many ministries and sectors, as well as students from various universities at the event, the Prime Minister proposed focusing on implementing “one goal, two promotions, three guarantees, and four key tasks” in the movement.

The one goal is to universalize digital knowledge and basic skills for all people with a revolutionary, nationwide, comprehensive, inclusive, and extensive spirit, ensuring that no one is left behind. “In this process of universalization, the goal is that everyone will understand digital transformation,” he said.

The two promotions include promoting and effectively mobilizing the overall resources of the state, society, enterprises, and all people; and promoting the cultural tradition of learning, the spirit of lifelong learning, and the aspiration for self-improvement of the Vietnamese people.

The three guarantees are to ensure open and suitable mechanisms and policies for effective implementation of the movement; to ensure smooth infrastructure, consistency, connection, flexibility, and relevance, avoiding formalism or superficiality; and to use resources effectively while enhancing transparency and preventing corruption, waste, and negativity.

The four key tasks include building a digital learning ecosystem; creating mechanisms for motivation and encouragement of learning; improving the capacity of the digital teaching workforce; and establishing mechanisms for inspection, supervision, and evaluation of effectiveness.

To successfully implement the “Digital Mass Literacy” movement, the head of the Government requested that Party committees and local authorities at all levels, especially leaders, take the lead in improving digital capacity and promoting digital transformation in their localities; create favorable conditions for people to access digital skills, services, and platforms, putting people and enterprises at the center and as the driving force of digital transformation. Technology enterprises play a pioneering role in popularizing digital skills through suitable platforms, services, and solutions, accompanying governments and citizens in the digital transformation process.

The Prime Minister assigned the Ministry of Science and Technology and the Ministry of Education and Training to coordinate in building a digital competence framework and materials suitable for different groups of people. Among them, officials, civil servants, and employees need to be updated and improve their digital skills to use digital platforms effectively. Students must be equipped with digital knowledge to support learning and protect themselves. Workers need to know how to use smart devices to increase productivity. Citizens should be familiar with essential digital services and safe online public services.
